There was some guy who submitted a patch for localization. Unfortunately, his patch included *also* modifying the makefiles and the update, which also required some tools not included in default instalations, so...
Actually there is no "official" effort to implement internationalization and localization.
Edit: As Yiannis said above, there is but hasn't started yet *ahem* sorry
