No compilers window on startup

I just downloaded codeblocks and the compilers auto-detection window isn't opening, what do i do to fix this. Win 7 64-bit.

The compiler detection window only opens on first run.  You can either delete the Code::Blocks profile (%appdata%\CodeBlocks) or use these compiler setup steps.

Note: your system must have a compiler installed as Code::Blocks is an IDE, not a compiler.

Could you please clarify what you mean by that?  (Your statement seems self-contradicting.)
