If the parameter tip doesn't show up on its own, press Ctrl+Shift+space.
And if you still don't see it and you've got a simple project where you can reproduce the bug every time you try, please post it.
The call tip feature is random, too...
Sometimes it shows, sometimes it doesn't.
Most of the times if I hit ctrl+shift+space for the second time the call tip doesn't show, but I can't reproduce this bug reliably....
