some faults when i use CB, 16.01 Win7 64

    win7 64 ,CB 16.01 with Mingw with installer.

faults:
    when i start CB ( not the first time.), it always let choose GNU as default compiler. When I close CB, it always tell me "Can't open personal dictionary file." I click ok. then it tells me "Can't save config file ..."
    the faults also happens  in the 16.01 without installer and 15.12 RC1. and  i don't know where i did wrong.
    Besides, 15.12 RC1 installer has a fault, when i double click the exe file, it shows me the "version 13.12", but after finish install, it is 15.12. I hope it can be revised, my instant thought after starting install CB is that "I dowloaded the wrong version." it feels really bad.
