Release 13.12 has arrived

More stable, feature-rich and major compiler enhancement, the new Code::Blocks release has arrived. Get it from the downloads section! A changelog summarises new features and fixes.

...a Windows package with the TDM/GCC 4.8.1 compiler was added.
