Compile with Ctrl-Sift-F9 doesn't re-compile

I changed a file. Then I used Ctrl-Shift-F9 to compile it. But CB says "Nothing to be done (all items are up-to-date).". Is this a bug? If not then how do I force a compile?

I'm using 12.11 on Windows 7.

Does it compile fine if you compile the whole project?
What happens if you first save the file, before hitting the shortcut?
(most of the time I ignore long posts)

I'm not sure what is going on ... today it seems to be working ok. So I'll assume I was doing something wrong. Please keep this open and if it starts happening again I'll give more detail.
