set program's arguments not existing

hi i read somewhere that if i go to set programs argument there should be a pop-up window (sometimes very very small), but in my case i dont see anything happening when i go project -> set programs' arguments

using 10.05 on windows 7.

right now i go to cmd line to run the codes with arguments

Do you use projects or just run single files ?
In the second case you can not set the arguments.
I think the menu-point should be disabled, if there is no active project, keeping it enabled is (obviously) misleading.

thanks, once i created a project it came up!

quite misleading indeed :(
