1. make the c::b main window normal (no min, no max).
2. double click the caption of c::b main window, AND don't move the mouse after clicked.
3. then firefox was lanuched, and it open the web page: www.codeblocks.org.

Cannot reproduce (WinXP, too) and such a "hack" is surely not implemented. The only thing I can imagine is that by accident you clicked 3 times (or your windows is configured to have a strange mouse click philosophy) and came on the C::B logo on the start page afterwards. Because if you click that logo one time it'll open the webpage as described on purpose.

Is your mouse cursor on over the C::B logo after you did the double-click?

yes, after I did the double-click, the c::b main windows "growing" to  max, and maybe the cursow over the logo (the welcome page was opened before).
