EVT_APP_START_SHUTDOWN never issued

Although some plugins and editors have event handers for EVT_APP_START_SHUTDOWN, I cannot find where it's ever issued.

If not, can we set it working so Keybinder has time to save its conf file before CB core changes the menus.
