Berlios seems to have way too many issues, there are hundreds of free hosting options other than SF, there's a few listed here: http://trac.edgewall.org/wiki/CommercialServices (http://trac.edgewall.org/wiki/CommercialServices) of course there is also Google Code http://code.google.com/hosting (http://code.google.com/hosting) (although space is limited they will extend it on request) and I'm sure there are loads more.
Is there a reason why Code::Blocks is still hosted on Berlios even through all the problems?

Yes, there is a reason. See prior posts on subject, mainly Berlios SVN works well for Developers in EU.
I think we should keep the SVN on Berlios, but should look into other sites to provide the Nightly builds.

In my opinion sourceforge is better, never had a problem downloading from it. Even that I'm located on Puerto Rico. It should work nice too.
