Title: Link to wiki plugin page in C::B Plugin Configurationdlg

Hi,
i made a patch which adds a link to the wiki page http://wiki.codeblocks.org/index.php?title=Announcement_for_plugins/patches in the welcome message from the "Manage Plugins" Dialogue.
if you click on the url it will open your default browser...

It is a git patch, but i think svn can handle git patches now, or not?
