wxSmith comes with the Code::Blocks sources, it is found in the directory plugins/contrib. Open the project file found therein, build, and run update.bat.
Note that for building any plugin, you need the original import libraries (the very same ones used to build Code::Blocks), so you either have to compile Code::Blocks yourself, or you have to download the SDK for the binary release that you use.
Ceniza's binary snapshots come with wxSmith included (I don't know about Therion's, but they probably do, too).

Therion's binary snapshots too :). Unfortunately, it seems that the latest Ceniza's binary snapshot is corrupted :?.
