Title: Can I install CB10*.deb on mandriva (it uses *.rpm)?

I have recently installed an .rpm file of Code::Blocks but it is of an older version 8.02. I see that the only binaries available for linux here are .deb files. Can I get the new version 10.x on my mandriva linux? Do I have to use alien to convert .deb to .rpm first?

You can try to do so, but I can't tell you whether it works or not.
Depends on how compatible the libs of debian and mandriva are.

I would be interested in a feedback.
