I'm pretty new at all this stuff so forgive me if this is stupid, can you make programs with codeblocks that can import, change, and export pictures and video?

Yes you can. However, if you are new to programming, you may want to begin with something easier. Image and video editing is not precisely beginner stuff.

I know, I just wanted to see if codeblocks is right for me.
