Hey. I wanted to put all of my project's dependency projects into a virtual folder at the workplace level to get them out of the way. Is that possible?

Have you tried it? It should work just fine. Create the virtual folder and drag the files into it

I'm also interested in folders at the workspace level but I don't see the option of adding a virtual folder there (I do see it at the project level). Do I need a plugin for that?

Folders are a project thing. There is no such thing as virtual folders for workspaces.

Please explain how a project with virtual folders will not solve your problem!
After that please explain what virtual folders without a project would look like!

I think a plugin like "Virtual Folder Manager" would be better than adding the requested feature to the core of Code::Blocks.
But, I still have problems seeing how it would really be better than just using a project with Virtual Folders inside it.

What I would like to see is the option of collapsible groups/folders of projects in the "Projects" pane. If you're familiar with Visual Studio, it would be equivalent to the "New Solution Folder" option there.
For example, if you have a workspace containing projects for a media player and plugins then you might group the plugin projects, something like this:
media player project
plugins folder
audio folder
1st audio plugin project
2nd audio plugin project
video folder
1st video plugin project
2nd video plugin project
