hello my name is Cristian and I am developing an application in Code blocks, making a data acquisition USB and serial port, by chance anyone has information on how to program these ports c and c + +?

this is not a CB related question. However : have a look at the libusb library, google is your friend ...
And for serial port programming : search for "ctb"
