Tiny C Compiler (tcc) support?

have already an experiment set up, hopefully will be able to test tomorrow , we can finetune afterwards ..

have something ready, will commit it tomorrow, have tested it for static lib, exe on Windows.
Tcc users needed to try it on :
 - Windows : dll project
 - linux (probably not usable yet)
 - double check the options (there are still a few missing, not so sure they are that needed)
