Russia here. (i switched long long ago; VS and DevC++ (doh) was thrown out immediately :) ) There's no forum about C::B in Russian, but there are massive discussions at the rsdn.ru, vingrad.ru etc. Popularity is growing day by day ;)

Before Dev-C++ used. Nevertheless, as soon as I discovered Code::Blocks, I fell in love ~:-)
