You "ripped" it off of its docking area above.  Some people find it convenient to have their toolbars as floating windows rather than being docked in a menu bar.  Simply drag it back to the menu bar and everything will be back to normal.

Those longer toolbars with wxWidgets 2.6.3 is a known problem, but I'ven't heard of any solution yet.
