Line for end of Page

Hi all,

I have got an idea for a new plugin, but i do not have the time to implement it.

There is the line which symbolizes the end of line (Settings->Editor->Gutter and Margins).

I think that a line which shows the end of the page could make sense too.
You could setup the page (A4, A3, etc.) and than a line could be shown.

If you write a Function and the page changes two lines after the function head, you could add two more newlines to let the function start at the next page.

I hope somebody likes this idea too and has some time left.
