Encoding glitching

I only use the CP437 encoding in code blocks, but the editor still lets me put non-CP437 characters. This is blatantly a glitching, because if it were actually CP437 internally, it wouldn't have been possible for non-CP437 characters to occur in memory. Worse yet, when saving, it automatically converts the file to UTF-8, which is the last encoding I'd ever like to use. HOW DO I GET TRUE 8-BIT EDITING?
