Scrollbar and toolbar issues

I've had a problem for quite some time now that when I open a new tab in the editor, it does not display the scrollbars until the editor pane is resized in some way.  Does anyone else have this issue?  (Maybe it has something to do with http://forums.codeblocks.org/index.php?topic=1904.0?)
And while I'm on the topic of interface issues, the build toobar is still partially obscured for me (using an ANSI Win98 build, rev1906).  Wasn't this fixed ages ago?

Since you're still running revision 1906, it could have been fixed ages ago and you wouldn't know it. (The current revision is high 1990s to 2000s.) But if it's what I think it is, it's a bug that doesn't happen for the majority of Code::Blocks users (WinXP and Linux), and has not been fixed yet.
