Alex-Rus:
~workable w/o these files, but...
no help-file (codeblocks.chm) etc

setup exe CRC correct?
so, packed with errors?

As I see in 7Zip it's Nsis arch with deflate (ZIP) method.
I don't like setup, so extract it...

7Z log (0 size file after):

--- Code: ---share\CodeBlocks\start_here.zip
share\CodeBlocks\templates\wizard\glut\wizard.png
share\CodeBlocks\templates\wizard\opencv\files\lena.jpg

--- End code ---

and share\CodeBlocks\docs\codeblocks.chm 85 666 Bytes only (must be 7 501 204, as I see)
may be it have more broken files inside?

so why do you not use the non installer versions of the download?

--- Quote ---NOTE: The codeblocks-16.01(mingw)-nosetup.zip files are provided for convenience to users that are allergic against installers. However, it will not allow to select plugins / features to install (it includes everything) and not create any menu shortcuts. For the "installation" you are on your own.
