Can't find compiler executable in 16.01 version

I'm new to this, but not new to these sort of problems though its been years since I've done this computer stuff other than just normal internet stuff and dealing with virus problems etc. etc.
So I tried the settings and to set default and all that. The problem is I even tried to extract from the non setup version of the down load and all the compilers are all not an executable file period. So whats the deal?

Have you installed a compiler? Have you run the compiler executable in a console? What OS are you using?

Win 8 and yeah I didn't know one version didn't have the compiler, I got it working. Sorry. You can delete this first stupid post from me. I'm an older guy so !!!
