I probably want to install Code :: Blocks in your computer. Code :: Blocks is an independent development environment and the compilation, or is already installed add-on for C ++ compiler?

Do not think, stupid question, I nevertheless specified.

2. What version of Code :: Blocks you recommend if the system windose xp?

The latest nightly build (http://forums.codeblocks.org/index.php/topic,20724.0.html) is the best one to use since the last formal stable release was a very long time ago.  It is a standalone IDE and you need to provide your own compiler.  Code::Blocks and MinGW work perfectly fine in Windows XP.
