Code::Blocks won't load past splash screen

When I try to launch Code::Blocks, the splash screen loads, but nothing else ever comes up.  I've rebooted and uninstalled/reinstalled, but that's had no effect.
I've tried both 13.12 and 13.12-RC2.  I'm running Windows 8.1 x64
