Here's how it happened
Loaded local keybinder project.
Loaded codeblocks project from svn \trunk\src
closed keybinder project
closed codeblocks project
opened workspace project from svn \trunk\src

Try again. The ContribPlugins.workspace file was invalid...

I know for sure that happens when Code::Blocks crashes on exit after you've created a new project. :o
