Error when trying to compile

When ever I try to build and run my code (using GNU GCC compiler) I get an error that says

cc1plus.exe - sysetm error
The program can't start because zlib1.dll is missing from your computer. Try reinstalling the program to fix the problem.

I have reinstalled the program 3 times and still the the same error. I am using Windows. Is this a problem with the program or my computer? I really need help in fixing this.
