correct setup of a toolchain SOLVED

OH finally! solved! I just reinstalled everything from scratch
I deleted the ming folder,
uninstalled C::B
runned ccleaner
installed codeblocks without mingw
downloaded mingwbuilds

setup everything like in the 1st post.

WORKED :)
