Couldn't find "Environmental variables" Tab under "Setting->Environment"

I Couldn't find "Environmental variables" Tab and "Help files" Tab under "Setting->Environment". They seemed missing. Anyone can teach me how to add them on? Thanks.

Do you have the envvar and help plugins installed and enabled?
To verify go to Plugins -> Manage...
