I had mingw there instead of mingw32 because I use a different compiler under Windows:
http://sourceforge.net/projects/mingwbuilds/
That one will dual target: you can compile both 32 bit and 64 bit executables.
Sorry for the confusion the folder name caused.  I also did have a longer post here where I totally did not understand you had a different thread going and it was non-relevant suggestions so I edited it all out. ;)

The latest MinGW only appears to come with GCC 4.7.0, or am I missing an obvious upgrade?

Unless I'm building from source, do I need the latest/recommended 4.7.1?

CB Uses the TDM un-official mingw build.

You do NOT need the TDM Compiler to use code::blocks.
