Can we make impossible for a new user to send a PM till they have posted

According to the forums settings it is disallowed for newcomers to read or send a pm.
And disalloed means:

So this should not have happened.
It might be a bug in the forums software (smf).

I got PM's of newcomers, too. If these are useful questions I just ignore the PM (as that's not what a PM is for in a forum) and if these are useless (SPAM or non-sense), I usually ban the user immediately and remove all posts (which are usually just 1 or 2 and also useless). I recommend users feeling annoyed by SPAM via PM, report to moderators and we will act accordingly.
