Multiple instances broken?

I'm running a self compiled r7447 CB and I can't seem to get multiple instances to work.  I've deselected "Allow only one running instance" as well as "Use an already running instance" under the DDE settings.  Yet, if I double click a .cbp file with CB already running, it will open it with that running instance, not start a new instance.  Am I missing something?

I have seen this also from time-to-time (at the moment it works correctly with r7440 from my repo).
I have a fix for it in my local working copy and will commit it afetr more testing.
