gettext static build for build current CB

Hi, all, in current CB, we need depend "gettext".
http://qp-gcc.googlecode.com/files/gettext-0.18.1.1-static-dev.7z
http://qp-gcc.googlecode.com/files/iconv_1.13.1.0.7z
Add "iconv" lib to linker option.

but this package lose boost library。
I build codeblocks plugin is fault.
