build of svn r6203, _disabling_/unchecking the option "Allow only one running instance..." is not honored. Even when disabled, it seems only one running instance is allowed (it appears to be bringing the previous instance to the front and exiting.)

and so immediately after posting, I notice two new options (not in 8.02), which have to do with dynamic data exchange of some sort, and bring previous instance to front... Both are on.
What is supposed to be the relationship of those to "allow only one running instance..."?
