Is wxStandardPaths::GetExecutablePath the same as DetermineExecutablePath()?

I only use codeblocks in winxp.
I have a question.

Is wxStandardPaths::GetExecutablePath the same as  DetermineExecutablePath() of  SDK\configmanager.cpp in the winxp, Linux and Mac?
