Feature request - store default encoding in project

I would like to see a possibility to set (default) file encoding for a project. For example I create an empty project and want to import some 3rd party sources that have different encoding from the system default. Now when I open such file I must manually chage its encoding.

We might also want to make it language/compiler related, perhaps... ?
For instance, D compilers only recognize UTF formats (including ASCII)
