Can DirectX be complied with the MingW complier?

I guess this is a probably a stupid question, but I have no idea where to verify the answer.

Must DirectX be complied with the complier from Microsoft?
How about the DXUT utility library?

Direct/X is not Code::Blocks related. Please only post C::B related questions. Otherwise use C++ specific newsgroups and/or forums.
