How to Use an Installed Plugin that isn't Listed

Sorry to ask what is probably the dumbest question of the day, but I can't find an answer on the forum. How do I use a plugin that is installed according to Manage Plugins but doesn't show up in the Plugins drop-down list? I'd like to use the Hex Editor plugin.

I am guessing "File-> Open with Hex Editor" is the first step.
