I am wanting to use Code::Blocks to compile Mesa 9.0 or later.
How would I go about doing this the right way?

The same as you have to do for all third-party libs.
Find out what you need to compile and/or use them and set up a project accordingly.

Thanks I've never compiled anything with Code::Blocks. 
I should have phrased my question in a more general manner I suppose.
However, thank you for pointing me in the right direction.

And you never will compile anything with Code::Blocks! Code::Blocks is NOT a compiler!!
