Title: EDITOR for GUI... Do I need plug-in?

Hello to everybody,
I have 13.12 and need to do a simple window GUI, with buttons, combobox for files (file explorer, whatever it is named..)

Do I need any downloadable plug-in? Or is it out of the box feature, I searched here and there,  ... with no definitive answer, only a few hints and the like.
I'd prefer some along the lines of Visual Basic, where user can modify controls in a graphical environment.
