Ubuntu 16.04, 64
I installed CB from apt-get and after opening several documents, and closed them
navigating on a project, the tabs for files stopped repainting.
I also built CB from code-blocks_16.01.tar.gz and behaves the same.
This behavior started roughly 11 months ago. I keep coming back from time to time
to check it, and still the same.

Use a night build, the problem is fixed there.
If you've searched your distro's bug tracker (launchpad) you would have found the same report of the issue and how to fix it.
If you want this fixed in the official builds (16.01) then you need to bring this problem to the attention of your distro maintainers...
I've done what is up to us as upstream...

Sorry, on night builds all I can see are windows build.

I don't know what the state of the night builds on ubuntu are. In the past there was a repo provided by jens, but I'm not sure if he maintains the packages for ubuntu anymore. He posts debian packages.
The best is to learn how to make your own packages (hint it is not that hard).
Then you could start your own ppa and be its maintainer, so the whole ubuntu community could benefit.
I don't use ubuntu, so I have no incentive to spend time on building cb for it on a regular basis.
One of our devs dmoore has a ppa, but I'm not sure if he posts updates any more. You could probably ask him...

That's not a problem, to build, As I said in the top post I already build it from sources, and builds fine.
I also can fix it locally forcing updates on the tab's mainframe, but I thought that there is a official build
I miss.
Thank you for all your support. Ill think about maintaining the Ubuntu builds.

The nightlies for ubuntu are maintained by @dmoore on launchpad: https://launchpad.net/~damien-moore/+archive/ubuntu/codeblockst.
My builds (see signature) are for Fedora (of course) and for Debian, the latter might or might not work for ubuntu.
