I do not know. I just get today an email from MinGW annoncing it. I think we should have to wait until SF will be up again.
[EDIT]: Anyway, you can get it here (not all SF services are down :)):

FYI, the candidate release of GCC is still 3.4.5. The installer was pretty neat though. :)

so its a downloader - if you has a low band internet connection you understand -
if it is installer you can download once and install everywhere
but for this case download downloader :) and download again for every installation

Eh? I tried installing it twice, and it cached the downloaded files the first time, and didn't have to redownload them. It might still want an internet connection to check versions - I haven't tried that.

Hello,
To whom would like to install MinGW, I would advice her/him to use this new version of the installer. I am using it now and it is installing all the recent MinGW updates, e.g., mingw-runtime, win32 files.
