Can we make impossible for a new user to send a PM till they have posted at least once?

I think he/she/it spammed many of the users, that have been active the last days/weeks.

I got it too.

Perhaps a post in a dedicated section should be required before sending PM ?

According to the forums settings it is disallowed for newcomers to read or send a pm.

And disalloed means:

Remember that if you deny a permission, any member - whether moderator or otherwise - that is in that group will be denied that as well.
For this reason, you should use deny carefully, only when necessary. Disallow, on the other hand, denies unless otherwise granted.
So this should not have happened.
It might be a bug in the forums software (smf).

I got PM's of newcomers, too. If these are useful questions I just ignore the PM (as that's not what a PM is for in a forum) and if these are useless (SPAM or non-sense), I usually ban the user immediately and remove all posts (which are usually just 1 or 2 and also useless). I recommend users feeling annoyed by SPAM via PM, report to moderators and we will act accordingly.
