I can't find /clr in vc++ 2003 or 2005, why :( ?

Possibly because no one knows quite what you're asking, and additionally because your question doesn't really appear to be related to Code::Blocks.

I see -- a better way to word your question would be, "Does Code::Blocks include an option to compile programs using the CLR (Common Language Runtime)?"

The answer is, currently, no. You might consider filing a feature request.
