This way users could quickly go to "Project->Add Files", type in the name of a non-existant file and C::B could automatically create an empty one and add it to the project.

That'd be be great, so long as a "don't annoy me again" check box was in the corner! (Which would default to "yes" to all.)

just use the File -> New -> File wizard for that  (instead of File -> New -> Empty File )

Personally I think this isn't a good idea.

But perhaps when creating a new file, it could be added to project automatically when (or before?) it is saved for the first time.
