16x16 toolbar icon only exists in DPI scale 100%

Hi, I have just build the latest C::B svn11810. (I'm using wx master and mingw-build gcc 8.1 32bit)
I notice https://showbox.bio/ https://tutuapp.uno/ https://vidmate.cool/ that when my desktop DPI is 100%, I can change the toolbar icon to 16x16 pixels.
But when I switch my DPI scale to 125%, the 16x16 size does not exits, and the smallest is 20x20. Is it normal or by design?
I'm under Win7 64bit.

Yes, it is by design. I think.

Smaller sizes don't make too much sense when there are other controls (like combo and choice boxes) in the toolbars.
The GUI toolkit sizes these based on the font and the size of the toolbar is still as big as if you've used the native sizes, but now the images are smaller and it looks ugly anyway and no space is save (at least vertical).

p.s. If you're willing to experiment with this patches welcome. :)
