Update the welcome message to say we have 16.01

I don't have enough privileges to actually change it, i guess you can try your luck lol
I also changed https://dpaste.com to http://dpaste.com, and corrected some errors, since dpaste doesn't have no SSL certificate, it was not working.

You can do this from any IRC client in the chat bar, just login by using /auth <username> <password>
Then input the line i gave you, unless you don't have enough privileges it should work. Well anyway peace

Yeah you don't have enough privileges, the operator can change this only.
It says that obfuscated changed the topic, he can changed it again, ask him
