We distributed MINGW without the source. Actually we still do, but now we provide permanent links to the MINGW sources in the webpage now. That does the trick :)

Our software does have Acknowledgements tab in the About-box. There we mention:

But I'm not sure whether this is enough of not.

According to the MinGW devs, no, it's not. You better include a way to download the sources, either in your program, or in your webpage.
